Meanwhile, since the early 1960s, Paul Baran at the RAND Corporation had been researching systems that could survive nuclear war and developed the idea of distributed adaptive message block switching. في نفس الوقت، ومنذ بداية السيتينيات، عمل بول باران في مؤسسة راند للأبحاث والتطوير على تطوير أنظمة قادرة على النجاة من حرب نوويّة، وقد نجح في صياغة فكرة تبديل الرزم التي أسماها تبديل كتلة الرسالة المُتكيفّة المُوزّعة.
Independently, Donald Davies (National Physical Laboratory, UK), proposed and was the first to put into practice a local area network based on what he called packet switching, the term that would ultimately be adopted. بشكلٍ مُستقلٍ، لكن في نفس الفترة، اقترح دونالد ديفيس، من مخبر الفيزياء القومي في المملكة المتحدة، بناء شبكة تعمل بمبدأ جديد سماه تبديل الرزم، وكان أول من طبقه فعليّاً، وتمّ اعتماد تسميته فيما بعد.

Goode Memorial Award (1976 ), "In recognition of his contributions to the architectural design of computer-communication systems, his leadership in creating a fertile research environment leading to advances in computer and satellite communications techniques, his role in the establishment of standard international communication protocols and procedures, and his accomplishments in development and demonstration of packet switching technology and the ensuing networks which grew out of this work." جائزة هاري غوود التذكارية في العام 1976م، اعترافاً بمشاركته في تصميم معمارية الاتصال نظم الاتصال بين الحواسب، وقيادته التي خلقت بيئة بحثٍ خصبةٍ أثمرت عن تطوير تقنيّات الحاسوب والأقمار الاصطناعية، ولدوره في تأسيس إجراءات وبروتوكولات اتصال دوليّة، ولإنجازاته في تنفيذ تقنيّة تبديل الرزم وما تلاها من نموّ للشبكات.
